How a Manchester Airport appeal actually works

Manchester Airport sits on land governed by statutory byelaws rather than the private land rules most drivers have read about. That distinction matters: on byelaws land the Protection of Freedoms Act 2012 does not make the registered keeper liable for a charge incurred by the driver. If you are the keeper and you do not name the driver, the operator has to pursue someone whose identity it cannot establish.

  1. Appeal to APCOA Parking Services. They have to consider it. Most first appeals are rejected, that is expected, and it is the gateway to stage two.

Will appealing make things worse?

No. Appealing pauses collection while it is considered, and appealing to POPLA at stage two costs you nothing and cannot increase the charge. What does make things worse is ignoring the notice, which is how charges end up as court claims.

Should I name the driver?

The letter is deliberately written so that you do not. As registered keeper you are not obliged to identify the driver, and on byelaws land such as the airport that is precisely what makes the charge difficult to enforce against you.

I have missed the 28 days. Is it too late?

Send it anyway. The deadline printed on your notice is the one that counts, and APCOA Parking Services frequently still considers late appeals. A late appeal is better than none.

What if they reject it?

That is the normal outcome of stage one and not a defeat. The rejection must include a POPLA verification code. Come back here, switch the letter to Stage 2, and submit it to POPLA free of charge within 33 days.
